Judy Ann Webster
Judy has spent her entire career of 45 years in public education. She holds an M.Ed. from Wayne State University, a MA in Special Education from Trinity College, and a BA degree from Michigan State University. She began her career as a high school English teacher in Michigan and then moved to Maryland to work for Montgomery County Public Schools (MCPS) at Winston Churchill High School. In addition to teaching English, she served as a Resource teacher and Department Chair, working with and on behalf of students with exceptional needs and enjoyed coaching the Forensic and Mock Trial teams. Judy received a National Council of Teachers of English Award for developing a “Superior” program for students at risk and was also chosen to represent MCPS as an evaluator for the National Association of Educational Progress (NAEP), “the Nations Report Card” funded by the U.S. Department of Education.
Following her tenure at Winston Churchill High School, Judy worked at the Central Office of MCPS as an Instructional Specialist developing university partnerships to enhance staffing. She negotiated partnerships in Special Education and Speech Pathology with the University of Maryland, Johns Hopkins University, and Towson University. At Johns Hopkins University, Judy served as co-program director and instructor in a teacher certification program. In addition she served as director of a nationally recognized program for students with exceptional needs. The Montgomery Exceptional Leaders program was recognized by the University of North Carolina as an “Exemplar Community-School Partnership” for promoting the teaching of self-advocacy and leadership skills for students with disabilities. She also received the “Outstanding Program Award” from the Montgomery County Council PTA, for her leadership of the Montgomery Exceptional Leaders program.
Following retirement from MCPS in 2006, Judy was hired by Towson University as Graduate Program Coordinator in Special Education, at the Universities at Shady Grove, where she directed two graduate programs for teachers. During this time she wrote and received 6 State Improvement Grants from the Maryland State Department of Education (MSDE) to deliver Praxis I and II training workshops for teacher candidates. After retirement from Towson University in 2012, Ms. Webster returned to the Universities at Shady Grove to work for the University of Maryland as a consultant in Special Education at the Center for Academic Success.
Judy lives with her husband Richard of 40 years and their dog “Jazz”. They have three children and three grandchildren. Music has always been at the center of their lives. Richard was with the National Symphony Orchestra for 42 years and taught music appreciation at Georgetown University for 30 years. Music continues to be a passion for Judy. Judy has sung in choirs and select singing groups since she was a child, and she loves to play the piano, especially the music of Brahms, Chopin, Schumann, Shubert, and Debussy.
